Bilim Akademisi üyesi Erol Taymaz lisans derecesini 1982’de ODTÜ Makina Mühendisliği Bölümü’nden, yüksek lisans derecesini 1985’de ODTÜ İktisat Bölümü’nden ve doktora derecesini 1989’da Case Western Reserve University (CWRU, Ohio/ABD) İktisat Bölümü’nden aldı. 1982-85 yıllarında Aselsan, 1985-89 yıllarında CWRU, 1989-1992 yıllarında Industrial Research Institute’de (IUI, Stokholm/İsveç) çalıştı.1992’den beri ODTÜ İktisat Bölümü’nde öğretim üyesidir. Sanayi ve teknoloji politikaları, işgücü piyasası politikaları, sınai dinamikler, küçük firma iktisadı, teknik etkinlik ve üretkenlik tahmini, evrimci iktisat ve mikrosimülasyon konularında araştırma faaliyetlerini yürütmektedir.

This paper presents an empirical study on the effects of ownership and privatization on technical efficiency in Turkish cement industry. We first summarize the characteristics of Turkish cement industry and changes in industrial structure in the postprivatization period. The effects of ownership and privatization on technical efficiency are estimated in stochastic production frontier framework. The empirical tests presented, which use data on all cement plants in Turkey, suggest that neither ownership nor privatization had a significant impact on technical efficiency.....

The Turkish economy achieved considerably high growth rates in the 1960s and 1970s under the import substitution industrialization strategy. However, as observed in many other countries that had adopted similar strategies, the process of rapid economic growth proved to be unsustainable in the late 1970s under the severe pressure of balance of payments problems. On January 24, 1980, the Turkish government announced a stabilization and structural adjustment program which was fully implemented under the military regime after September 1980. The program was based on an “export-led growth” strategy and liberalized foreign trade, product, and, later, capital markets. This paper assesses the employment impact of trade liberalization and the export-led growth policy by analyzing employment changes in the manufacturing industry.....

Freeman and Soete’nin (1994: 17) belirttiği gibi “iktisatçılar genellikle yüksek işsizlik ve işsizliğin getirdiği huzursuzluk dönemlerinde işsizlik ve nedenleri konusunda düşünmeye yönelmişlerdir”.....

Small and medium-sized industry constitutes a major component of an economy because it is flexible in adapting to social and economic conditions, and it is a dynamic sector in which new technologies are first tried out. Moreover, it supplies parts and components to large establishments. These characteristics make it essential to collect data on small and medium-sized establishments. The “Small and Medium-Sized Industry Project”, funded by the World Bank, aimed to regularly collect and analyse reliable data on key variables (capital and labour productivity, capacity utilization, market structure, export potential, competitive strength, etc.) that determine the structure and characteristics of small and medium-sized industry in Turkey......
